2008 IAHD Legislation
1982
1 cent gasoline tax, 100% to local highway districts.
1983
2 cent gasoline tax, 50% to local highway districts.
1984
Increased highway district commissioners per Diem.
1988
3.5 cent fuel tax increase, 50% to local highway districts.
1990
Idaho Transportation Department prohibited from abandoning roads to local districts without their agreement.
1991
3 cent fuel tax, 50% to local highway districts.
1994
Created Local Highway Technical Assistance Council.
1995
Sponsored new abandonment and vacation legislation.
1996
4 cent fuel tax and registration fee increase, 50% to local highway districts.
1997
Increased bid limits for highway districts.
1998
Sponsored comprehensive mapping legislation.
1999
Modified highway district election laws and procedures.
2000
Introduced and passed into law changes in highway district consolidation legislation.
2001
Sponsored Legislation regulating the flooding / sprinkling of highways.
2002
Legislation to provide for alternative election cycle for Highway District Commissioners.
2003
Numerous changes to Title 40 Chapter 13 Regarding Bidding, Emergency Procedures.
2004
Legislation to allow Highway District Commissioners to set own salaries.
2005
Worked to pass legislation relating to Water on the Roads Laws.
2006
Participated in major re-write of Idaho's bidding laws.
2007
Built coalition to work on interim transportation funding issues.
Legislative representation is a continuing process that involves researching and drafting original legislation, monitoring any legislation affecting highway districts, testifying before legislative committees and providing information to highway district officials concerning related activities of the Idaho Legislature and U.S. Congress.
